City leaders had a first reading of the plan at Thursday evening's council meeting.
City Manager Jim Percival says the plan is on track. There were no questions or concerns raised during the meeting, so it is full speed ahead.
Percival expects the X-Plan will get final approval at the next city council meeting.
The X-Plan lays out the city's vision for development and community improvement.
