WPAFB, Ohio (WDTN) - Marine Lance Corporal Maria Lauterbach was eight months pregnant when she was murdered in December 2007.
She had accused her killer Cesar Laurean of rape and of being the father of her unborn baby.
The two were assigned to the same unit at the Camp Lejeune Marine base.
Laurean is now serving a life sentence.
But Mary Lauterbach tells me the newly introduced BE SAFE Act would have made the difference in the case of her daughter, who was denied a base transfer after accusing Laurean of sexual assault.
"It's the treatment she received when she got there. No one believed her. She was left in a very bad situation and subjected to a lot of harassment. It was a terrible situation," says Lauterbach.
Congressman Mike Turner is a co-sponsor of the bill.
He met with White House Officials Thursday to discuss the issue of sexual assault in the military.
Lauterbach says this proposed legislation addresses two different issues.
"Once it's turned over to a system of justice, to respect that system and to respect the jury decisions. It's common sense. Beyond that, they are also asking for stiffer punishments when people are found guilty," explains Lauterbach.
But, she says the biggest concern is the underreporting.
"There are 26,000 sexual assaults each year and of that number just over 3,300 are reported. So, there's a problem. People are afraid to come forward. That really needs to be fixed," comments Lauterbach.
