Property manager charged with theft

Angela Jackson accused of stealing from tenants

WEST CARROLLTON, Ohio (WDTN) - The property manager of a West Carrollton condominium complex was accused of embezzling thousands of dollars from her residents.

Police said Angela Jackson, aka Angela Bailey was taking money from rent and association dues given to her by homeowners and tenants in The Indian Creek condominiums off Alex Road.

Jackson was indicted on charges of aggravated theft, ten counts of forgery and two counts of misuse of a credit card.

Residents of the condominium complext turned to 2News saying their peace of mind and trust in the condo association board had been shattered.

"I'm very, very leery every time I put my check in that envelope and mail it. Is going to use for what needs to be done, or is it going to be used for somebody's personal enjoyment?" said a long time property owner, who requested to keep his identity private.

West Carrollton Police said the investigation began last August after the President and Vice President of the assocation contacted them with concerns that money was missing from their accounts.

Residents said Jackson had managed the property for about two years. They started becoming concerned when maintenance calls went unanswered. The shock came when the state of Ohio put liens against their properties, for not paying taxes.

"I was very, very upset. Couldn't understand what in the world was going on," said a resident.

West Carrollton Police said Jackson had confessed to the crimes. Authorities served a search warrant in her Huber Heights home and recovered some of the personal items she had purchased with the stolen money.

"I really don't want to get into specifics about that. There was also a possible addiction problem that was being funded through the embezzlement of the funds," said Deputy Chief Doug Woodard.

Police had tracked down about $30,000 of money that was allegedly stolen, but residents said Jackson had taken more than that.

"It's very difficult to show a money trail when you have dealings in cash with no receipts given," said Woodard.

Residents said they were shocked that Jackson was able to get away with this crime, and that no one on the condo association board had questioned or checked receipts or accounts until thousands of dollars were missing.

2 News has learned that the condo association had beefed up its checks and balances to make sure this did not happen again.

Residents said they were still paying for Jackson's actions, by shelling out even more money. They said the condo association fees had increased to make up for the money that was stolen from the accounts.

Jackson was booked and released from jail after the charges were filed.
