Grand jury indicts four people

WINCHESTER, Ind. (WDTN) - The Randolph County grand jury has indicted the mother and stepfather of a 17 month old child who was injured in June.  Two other people are also charged. 

This all stems from an incident in early June when the child was taken by Randolph County EMS from a home in Ridgeville to St, Vincent's Hospital in Winchester with internal injuries. 

21-year-old Todd Phenis Jr., has been charged with for Aggravated Battery, Class “B” Felony, and Neglect of a Dependent, Class “B” Felony.  Todd Phenis is the child’s stepfather. Also arrested was 21-year-old Destiny Phenis, for Neglect of a Dependent, Class “B” Felony.  She is the child’s mother. 

Russell T. Phenis, age 47, and Melissa Phenis age 44, both are charged with Neglect of a Dependent, Class “D” Felony. They are step grandparents to the child.  All arrested are from Ridgeville and were lodged in the Randolph County Jail. State Police Detectives were assisted in the investigation by the Ridgeville Police Department.

Indiana State Police Detectives completed the investigation. The Grand Jury returned their findings and the 4 people were arrested on Thursday, October 4.

The child is still recovering from the injuries and is at Peyton Manning's Children's Hospital in Indianapolis.
